Ciocârlița commune consists of two villages: Ciocârlița (the administrative center) and Căscioarele. Before the UDI, infrastructure projects were managed separately by the local mayor’s office, often leading to fragmented funding applications and delayed implementation. The UDI framework allows Ciocârlița to partner with neighboring communes (such as Gogoșari and Letca Nouă) to pool financial resources and technical expertise.
The UDI was formally recognized through Local Council Decision No. 14/2021, aligning with the Romanian Ministry of Development’s guidelines for inter-community development associations (ADI).
3.1. Water and Sanitation Network The flagship project of Ciocârlița UDI is the extension of the potable water network to 100% of households. Prior to 2022, only 45% of homes had access to centralized water. 3.2. Road Modernization (DJ 503A) The UDI prioritized the rehabilitation of 11 km of county road DJ 503A, which connects Ciocârlița to the European route E85. The project included asphalt resurfacing, drainage ditches, and LED street lighting. Completion is scheduled for Q3 2024.
3.3. Waste Management In partnership with the Giurgiu County Sanitation Authority, Ciocârlița UDI introduced a door-to-door selective waste collection system. Two collection centers for bulky waste and recyclables (plastic, glass, paper) have been established, reducing illegal dumping by an estimated 60% in 2023. This paper examines the governance framework and environmental management strategies of Ciocârlița UDI (Unitatea de Dezvoltare Infrastructurală), a newly designated infrastructural development unit in the Ciocârlița commune of Southern Romania. Focusing on the intersection of local administrative reform, EU-funded infrastructure projects, and community impact, the study argues that Ciocârlița UDI serves as a microcosm for the challenges facing rural Romanian municipalities in the post-accession era. Romania’s administrative-territorial reform has led to the creation of various local development structures, including Unități de Dezvoltare Infrastructurală (UDIs).
