This paper examines the structure, competencies, and strategic initiatives of the Ayuntamiento de l’Eliana, a municipality in the comarca of Camp de Túria, Valencia. As a town that has transitioned from a rural hamlet to a residential and service-based hub in the metropolitan area of Valencia, l’Eliana faces unique governance challenges including sustainable urban planning, public safety, cultural heritage preservation, and digital transformation. This study analyzes the council’s administrative organization, recent policy implementations, and budget allocation to assess its effectiveness in responding to local needs. Findings indicate that the Ayuntamiento has successfully leveraged participatory budgeting and green infrastructure projects, yet faces ongoing pressures from population growth and regional administrative fragmentation.
